Regulation on Ventilation and Energy Security in Underground Coal Mines
New regulations have been introduced to enhance the continuity and energy security of ventilation systems in underground coal mines. The regulation defines terms such as main ventilation fan, auxiliary ventilation fan, backup power system, and emergency ventilation fan, detailing the mandatory safety standards for mines. Accordingly, it is now mandatory for underground coal mines to have emergency ventilation fans that operate continuously, and for these fans to be connected to backup power systems that activate automatically during power outages. Similar energy backup standards have also been established for water drainage and personnel transport systems.
Amended Legislation
Change:Definitions for ventilation and backup power systems have been added to Article 4 of the Regulation on the Suspension of Work in Workplaces dated 30/3/2013, and new clauses regarding ventilation and energy backup deficiencies in underground coal mines have been added to the list of grounds for work suspension in Annex-1.

New Ventilation Safety and Backup Requirements for Mining Operations
Ventilation safety and backup systems in underground mining operations have been reorganized to enhance occupational health and safety. The regulation introduces definitions for main and auxiliary ventilation fans and mandates the connection of main ventilation fans to backup power systems. In gassy mines, it is now required to maintain an equivalent backup fan ready to operate immediately upon any failure of the main fan, with mandatory monthly testing. Additionally, procedures for auxiliary ventilation failures, including emergency evacuation and on-site availability of backup equipment, have been strictly defined.

Change:This regulation amends Article 4 and Annex-3 (clauses 8.8, 8.11, 10.7, and 10.13) of the Regulation on Occupational Health and Safety in Mining Workplaces, introducing new definitions and stricter requirements for ventilation system operations and emergency backups.

Mandatory Digital Tracking and Video Surveillance in Slaughterhouses
New regulations mandate digital tracking, video surveillance, and animal welfare standards in slaughterhouses. Facilities must maintain high-resolution video records of animal movements and slaughter processes for at least one month, provide remote access to agricultural authorities, implement animal-friendly stunning and restraint equipment, and track poultry slaughter numbers. These changes take effect on January 1, 2027.

Turkish Manuscript Institution Research and Training Center Established
The Research and Training Center has been established under the Presidency of the Turkish Manuscript Institution to conduct research and training activities in the field of manuscripts. The regulation defines the center's duties, the structure and working procedures of its management bodies (Director, Program Board, and Advisory Board), the organization of certified/non-certified training programs, and the principles for cooperation projects. The center is authorized to carry out national and international activities concerning manuscript culture, restoration, conservation, and traditional book arts.

Membership Quotas for Biotechnology Institute Scientific Committees Revised
The regulation regarding the member numbers of the Scientific Committees within the Turkey Biotechnology Institute has been revised. Number of Members in Health Policies Institute Increased
