Regulation on Toll and Fine Collection for Foreign-Registered Vehicles
The regulation establishes the procedures and principles for the collection of tolls and administrative fines for foreign-registered vehicles using toll roads. It mandates subscription to toll collection systems for these vehicles. If a toll is not paid, no administrative fine is applied if payment is made within 15 days; however, penalties increase progressively thereafter. Foreign-registered vehicles with outstanding tolls or fines are prohibited from exiting the country through customs until all debts are cleared. Payments can be made via cash at customs accounting units or by credit/debit cards.
Amended Legislation
Change:The regulation replaces and repeals the previous regulation published in the Official Gazette dated February 17, 2017, and numbered 29982.

Mandatory Approval for Trading Digital Precious Metals on Stock Exchange
The Communiqué mandates the prior approval of the Ministry of Treasury and Finance for the trading of digital precious metals on the Stock Exchange. It also establishes registration requirements and compliance timelines for refineries within the Precious Metals Tracking System (KMTS) and sets transition provisions for existing digital assets.

Change:Adds a requirement for Ministry approval for the trading of digital precious metals to Article 6 of the Communiqué on Precious Metal Standards and Refineries (2023/1) and introduces two new provisional articles (Provisional Articles 2 and 3).
