Update on Personal Data of Individuals Under UN Sanctions
The Presidential Decree updates the identification, passport, and professional information of five individuals listed under the UN Security Council sanctions regime. This is a technical adjustment concerning the enforcement of asset-freezing measures to combat the financing of terrorism.

Amendments to Hacı Bayram Veli University Graduate Education Regulation

Doctoral Publication Requirements Updated at Ankara Social Sciences University
Ankara Social Sciences University has updated the academic publication requirement for doctoral graduation. Students are now required to have at least one co-authored article with their supervisor, an international book, or a book chapter published or accepted in specified indices, including the university's affiliation. The new regulation takes effect at the beginning of the 2026-2027 academic year, with grandfather clauses protecting the rights of students enrolled prior to this date.

Amendments to the Communiqué on Supporting the Conversion of Firms' Foreign Currency
The Communiqué updates the incentive mechanism for firms to convert foreign currency earnings into Turkish liras. The amendments redefine support ratios, establish upper limits, introduce a 'firm control' definition, and set stringent penalties for improper use. Furthermore, the Central Bank has been granted enhanced inspection powers, the responsibilities of intermediary banks have been expanded, and the validity period for the foreign currency conversion support has been extended until January 31, 2027.

Authorization of MKK for Crypto Asset Central Registry System

EMRA Decisions on Natural Gas Investment Ceilings, Tariff Periods, and TORETOSAF
The Energy Market Regulatory Authority (EMRA) has revised the investment ceilings for Aksa Siirt Batman Natural Gas Distribution JSC for the years 2022-2026. Furthermore, the fourth tariff implementation period for natural gas distribution companies has been set for 01/01/2027-31/12/2031, with a 22-year amortization period determined for the calculation of system usage fees. Additionally, the Average Turkey Wholesale Electricity Selling Price (TORETOSAF) for 2025 has been established as 266.05 kurus/kWh.

Change:The table of investment ceilings in Article 2 of the Board Decision No. 11264, dated 29/09/2022, has been updated with new figures covering the years 2022-2026.
