New Regulation on the Authorization of Ship Recycling Facilities
The Regulation on the Authorization of Ship Recycling Facilities establishes procedures for the authorization of facilities, operational requirements, inspection protocols, and administrative sanctions for violations, in compliance with the 2009 Hong Kong International Convention. The regulation mandates the preparation of ship-specific recycling plans (SRP) and facility-specific recycling plans (SRFP) to minimize impacts on human health and the environment, while imposing strict requirements for certification, periodic field inspections, database management, and emergency response. Non-compliant facilities are subject to administrative fines, suspension of operations, or cancellation of authorization.

Change:The Ship Dismantling Regulation, published in the Official Gazette dated 8/3/2004 and numbered 25396, has been repealed.

New Procedures and Principles for Embryo Production Established
The Communiqué regulates the procedures and principles regarding the production, transfer, storage, commercialization, and traceability of embryos obtained from breeding cattle (including buffalo), sheep, goats, cats, and dogs. It establishes criteria for the selection of donor animals, health standards, genetic requirements, and the minimum technical conditions for production centers. Furthermore, it defines hygiene and operational standards for embryo production processes and establishes oversight mechanisms for registration, database tracking, and the marketing of produced embryos.
