Senior Military Appointments and Promotions in Turkish Armed Forces
The term of office of Commander of the Naval Forces Admiral Ercüment Tatlıoğlu has been extended by one year. Commander of the Combat Air Force General Rafet Dalkıran has been appointed as the Commander of the Air Force. Furthermore, it has been decided that 19 generals, 6 admirals, and 69 colonels from the Land, Naval, and Air Forces Commands shall be promoted to the next rank, effective from August 30, 2026.

Digital Preparation and BIM Mandate for Architectural and Engineering Projects

Digital Submission Mandate for Architectural and Engineering Projects
The regulation mandates the transition of submission, review, approval, and storage processes for architectural and engineering projects under the Zoning Law No. 3194 to an electronic environment. All procedures must be conducted via the Electronic Project Management System (e-PYS) managed by the Ministry of Environment, Urbanization and Climate Change. Project authors are held responsible for the accuracy of digital files, while authorities are required to review submissions and notify revisions through the system. Compliance with digital standards is mandatory, and project submissions outside of the designated electronic platform are prohibited.

Constitutional Court Ruling on Special Passport Eligibility for Mayors
The Constitutional Court reviewed the constitutionality of the requirement for mayors to have attained a first-degree status for retirement to be eligible for a special (green) passport. The Court held that the legal criteria regarding the social security status of mayors are consistent with the principles of the rule of law and equality, and that the challenged provision does not infringe upon constitutional rights. Consequently, the application for annulment of the provision in Law No. 5682 was rejected.

Constitutional Court Upholds General Assembly Requirement for Asset Sales
The Constitutional Court of Turkey examined the constitutionality of the provision requiring a general assembly resolution for the wholesale sale of a significant portion of a joint-stock company's assets under Article 408(2)(f) of the Turkish Commercial Code No. 6102. Constitutional Court Rules Violation of the Right to a Reasoned Decision
