Special Consumption Tax Rates Adjusted for Diesel Products
Presidential Decree No. 11606, published in the Official Gazette on August 13, 2026, resets the Special Consumption Tax (ÖTV) rates for specific diesel products listed under Schedule (I)-(A) of Law No. 4760. The decree establishes a phased tax increase schedule starting from August 13, 2026, extending into 2027 and beyond.
Amended Legislation
Change:The provisions of the Presidential Decree No. 10995, dated March 4, 2026, concerning the tax rates for goods under HS codes 2710.19.43.00.11 and 2710.20.11.00.11, have been superseded by the new rates stipulated in this decree.

Update to the Regulation on End-of-Life Tires
The procedures and principles regarding the management, collection, transportation, and recycling of End-of-Life Tires (ELTs) have been revised. The amendments strengthen the supervisory authority of the Ministry of Environment, Urbanization and Climate Change, introduce a mandatory authorization certificate for ELT collection activities, and update transportation standards. Additionally, the obligations of manufacturers regarding the collection and disposal of ELTs have been clearly defined and integrated into online reporting systems.

Change:The Regulation on the Control of End-of-Life Tires (Official Gazette No. 26357) has been amended, updating provisions concerning definitions, authorized institutions, manufacturer obligations, transport vehicle requirements, and storage facility permitting processes, while harmonizing definitions with the Waste Management Regulation.

Amendment to Boğaziçi University Undergraduate Education Regulations
The amendment to the Boğaziçi University Undergraduate Education and Training Regulations tightens the course enrollment requirements for students during their first two semesters. Students are now required to take all courses in their first-year curriculum as soon as they are offered, with restrictions on deferrals, withdrawals, and course loads. Furthermore, the regulation revises the limit on the maximum course load, specifically capping it at "5 courses or 15 credits".

Change:The second paragraph of Article 12 was amended to mandate enrollment in first-year courses and restrict deferrals and withdrawals. The term "21" in the third paragraph of Article 19 was replaced with "5 courses or 15" to update the course load limit.

Loyalty Card Data Security Compliance Period Extended
The Personal Data Protection Board has extended the compliance deadline for data security measures concerning the use of mobile phone numbers or loyalty card numbers in retail transactions. Based on industry requests, the compliance period, which was set to expire on August 28, 2026, has been extended to February 28, 2027.

Change:The compliance period for data controllers stipulated in the Principle Decision dated 11.02.2026 and numbered 2026/266 has been extended from 28.08.2026 to 28.02.2027.

Exemption from Accreditation Requirement for Nuclear Facility Equipment Tests
The Nuclear Regulatory Authority has waived the accreditation requirement for equipment tests in nuclear facilities under specific conditions. If an accredited laboratory is unavailable within the supplier's organization, tests lasting less than fifteen days may be conducted under the supervision of another accredited body, provided the results comply with manufacturing standards and type test reports.
